The procedure used to be for various gnome-y packages in the days before provenpackager to just assign a single maintainer and a whole slew of co-maintainers, so anyone in the Desktop SIG could update the package. I suspect what happened is then whoever drew the straw of 'maintainer' for this package left Red Hat, so it shows up as officially orphaned.
