Confirmed. When I check GRUB environment variables, the root variable
lacks a path. It's just root=hd0,gpt9.

And the bls snippet

linuxefi $root/vmlinuz-4.17.0-1.fc29.x86_64

But the actual path to the kernel is
/root28/boot/vmlinuz-4.17.0-1.fc29.x86_64 so the boot fails.
