Actually comprehending your message, I see it's not you building this package at all and it's not doing it in koji, either. So I wonder what environment is present when hotness is trying to build the SRPM. If somehow it doesn't have redhat-rpm-config installed (or epel-rpm-macros if running on RHEL) then you would get errors like that do to %py2_dist not being defined at all.
