It is basically never necessary to rebuild the rawhide kernels from
source.  Kernels are broadly compatible between Fedora releases, at
least in one direction.  In the vast majority of cases you can just
install and boot the kernel from a release one or two versions newer.

So don't worry too much about trying to run a "fc28" kernel on your F27
or F26 machine.  You can always uninstall them.  The only thing you have
to really be concerned about is instability when running development
kernels.  (rc0 can be especially fun, but that's how the bugs get found
and fixed.)
