Kernels are broadly compatible between Fedora releases, at least in one direction. In the vast majority of cases you can just install and boot the kernel from a release one or two versions newer. So don't worry too much about trying to run a "fc28" kernel on your F27 or F26 machine. You can always uninstall them. The only thing you have to really be concerned about is instability when running development kernels.
