Yes. The rules are explained in the update policy: https://fedoraproject.org/wiki/Updates_Policy#Updates_to_.27critical_path.27_packages critpath packages must wait 14 days *or* get a total of +2 karma before they can be pushed; non-critpath packages must wait 7 days *or* get a total of +1.
