Why are you using F24 GPG key for F25 package?

As of F25 mock started to use `distribution-gpg-key` package and the line in 
config should be:

   
gpgkey=file:///usr/share/distribution-gpg-keys/fedora/RPM-GPG-KEY-fedora-25-primary

It is likely that you altered your mock config in past and DNF created 
`.rpmnew`. You should merge it with `rpmconf -o
mock` command.
