The updates to -21 libdb for fc24 and fc25 have been unpushed *BEFORE* they could move to updates-testing. This was agreed between me and Kevin Fenzi (nirik) at the last go/no-go meeting, because having those installed broke the update to fc26 again (there were several comments about that in those bugs you mentioned. :/
