Same thing happened in the early Cython days [0] and was discovered recently 
that the change never propagated to the rpm package.

Yeah I noticed that, and there were no release notes highlighting the
change either. I also feel like it's not great to change a project's
license without changing its major version too (this change was done in
a .z release!) - the license is a kind of API in itself. I'm glad I ran
a git diff on the two versions or I'd have missed it!
