I have 
PYTHONUSERBASE=/home/stan/src/usr/lib64/python2.7/site-packages
export PYTHONUSERBASE
in my .bashrc and  I just use the --user option so pip installs into
that directory. Seems to work.

I'm not sure that would work for what you want, though.
