There has been a bug on this issue since 2012. No one took any action and it was then closed out because of Fedora 17 EOL.
I recently encountered same issue and reopened a month ago. Bugzilla assigned this to Nick Bebout (nb) but according to koji, he isn't actively supporting. Appears that all the updates are from orion, robert, rjones, ajax, ausil. Appears there is a disconnect, because the owner isn't responding to bugzilla and the people who are actually supporting never are aware of the issue, because bugzilla is sending to nb. https://bugzilla.redhat.com/show_bug.cgi?id=859339
