It's not the same thing. The 'minimal' image for CentOS (and RHEL? Not sure if RHEL ships it) is an image containing packages, like the Server DVD, but it only contains (I think) the equivalent of @core or possibly @base. So you can do a fully offline install of a very minimal system.
