This strikes me as something that really should go through the change process. Based on the schedule, you could still get into Rawhide for eventual inclusion in f26.
As for documenting, it should definitely get a release note that gives at least some description of the change. If there are more complex actions involved, it might be worth including something in the System Administration Guide as well.
