There is only unidirectional dependency, all *.debug files depend on their
parent file in /usr/lib/debug/.dwz/ such as:

/usr/lib/debug/usr/libexec/gdb.debug
  depends on: /usr/lib/debug/.dwz/gdb-7.12-29.fc25.x86_64
/usr/lib/debug/usr/bin/gdbserver.debug
  depends on: /usr/lib/debug/.dwz/gdb-7.12-29.fc25.x86_64

So for analysing *.debug file you need to load only 2 files.
