Because rawhide repositories are subject of mirroring as any other
repository for F25, F25-updates, F25-updates-testing etc. It takes at
least a day to reach end-user public mirrors.

When building in koji, one uses f26-build repository. This is not
mirrored anywhere. It's regenerated any time a new build finishes. This
is not "rawhide" repository. It even has different comps groups.

You can access f26-build repository from
<http://kojipkgs.fedoraproject.org/repos/f26-build/latest/$basearch>.
