I've noticed this a lot lately. I get a bugzilla for a new release in upstream, but it lists the current version in rawhide as the el7 distribution. The rebase helper build fails because of something not supported in 7, like a Recommends tag. This is exactly what I'm seeing with the latest python-sphinx version [1]. There isn't even an EPEL 7 branch for it in git.
