Steps to reproduce:

1) Be on UEFI Machine, have secure boot enabled.
2) Install any unsigned kernel-- rawhide-nodebug works fine for this IF you
are on RC2 or RC3. RC1 was signed.
3) Boot the machine. Select unsigned kernel from grub menu.

This bug was present at the beginning of the F23 cycle, and I just
accidentally hit it again today on a fully updated F23.
