This can be done only by maintainer with correct rights. You don't have permission to do that as the error message says.

    I'd also recommend contacting the maintainer of the one that is
    sticking around
    and asking them to add an Obsoletes: for your version, so that
    anyone who ended
    up installing it gets migrated onto the correct one.
