Please file a ticket on rel-eng trac: https://fedorahosted.org/rel-eng/ with the information that you are going to reintroduce orphaned "kbackup" package (as the re-review request: https://bugzilla.redhat.com/show_bug.cgi?id=553739 was approved) and you want rel-eng team to unblock kbackup on koji.
