Your build command is implying D:\work\dev\efiWorkspace\edk2\EmulatorPkg\EmulatorPkg.dsc but your WORKSPACE is d:\work\dev\efiworkspace thus '\\\\?\\d:\\work\\dev\\efiworkspace\\EmulatorPkg\\EmulatorPkg.dsc’ does not exist. So your WORKSPACE env variable seems setup wrong? This is usually setup via edksetup.bat. Try deleting the WORKSPACE env variable and setting it up again?
