After review, there are unnecessary steps for BSP and AP sync for SMM exit. This patch is to reduce one round BSP and AP sync so as to improve SMI performance: BSP: WaitForAllAPs <-- AP: ReleaseBsp BSP: ReleaseAllAPs --> AP: WaitForBsp
