In lazy-accept the MaxAcceptedMemoryAddress is needed in TransferTdxHobList and ContructFwHobList(at PeilessStartupLib). But in SEC phase we cannot use a global variable to pass this value. So we add a new field (MaxAcceptedMemoryAddress) in Tdx work area.
