There are two libraries: MdePkg/CpuLib and UefiCpuPkg/UefiCpuLib and UefiCpuPkg/UefiCpuLib will be merged to MdePkg/CpuLib. To avoid build failure, add CpuLib dependency to all modules that depend on UefiCpuLib.
