Is this the OVMF_IA32X64_FULL_NOOPT build? That one is disabled on windows already, probably because turning off compiler optimizations increases the build size too much. We could do the same for ubuntu as short-term solution. Long-term we probably need options to build 8M and 16M OVMF binaries.
