Ah, OK, sorry, I misunderstood -- I missed that we were discussing "R" vs. "M" for "ArmVirtPkg: Kvmtool emulated platform support", and not whether we should have a section at all for "ArmVirtPkg: Kvmtool emulated platform support". So with this in mind, I think "R" would be more appropriate. That seems to be the tradition when subdividing packages (compare "ArmVirtPkg: modules used on Xen", "MdeModulePkg: [...]", "OvmfPkg: [...]"). Thanks for clarifying!
