The UefiDevicePathLibOptionalDevicePathProtocolConstructor's implementation isn't match with its instance name. Remove the ASSERT and depex of the gEfiDevicePathUtilitiesProtocolGuid because of "Optional". Add a mandatory instance to force using the DevicePathUtilities, DevicePathToText and DevicePathFromText protocol with the ASSERT and depex.
