It is an recommended feature change. But the specific function isn't implemented with any platform yet. So it wouldn't affect any section of the edk2. And it changed a lot of platform dsc files(or module package dsc files) in both edk2 and edk2-paltform. That may take time for the review work. I think it is fine if this feature doesn't catch the end-line of the software-freeze.
