Upgrade Angular from version 8 to 9 in zeppelin-web-angular.
The current Zeppelin web(new) application uses Angular 8 which is incompatible
with several modern development tools and libraries.
This upgrade is a transitional step toward supporting newer Angular versions in
the future.
