To reproduce, go to a note, and select the lock icon to adjust security
settings. Attempt to fill in the owner/writers/runners/readers boxes. In the
old UI, these would auto-populate with users as you type and allow you to add a
user to this group. In the new UI, the box doesn't auto populate, so no matter
what you type, it's cleared as soon as you press enter.
In my case, I'm using the PAM authentication module, but I don't think that
matters much. The old UI had the correct behavior.
