Summary: User restarting an interpreter group cannot be detected

We allow the user to restart the interpreters. Unfortunately, some users forget
to provide a NoteId with the API call, so it is difficult for us to approach
the users with their scripts. The user who restarts an interpreter group should
be recognizable in the log.
