Summary: Provide REST API and SDK to get noteId by notePath

Any call to note-related API has to pass in the required parameter noteId, but
there is no way to get noteId by notePath.
If I only know the notePath, it is not friendly for me to use SDK for RESTFUL
API, I have to list all note to figure out which is the note I want.
