ZEPPELIN-3678. Change SparkZeppelinContext to scala implementation
### What is this PR for?
This PR just to change SparkZeppelinContext to scala implementation, so
that it is easy for us to implement SparkZeppelinContext via scala instead of
java. This also make SparkZeppelinContext more readable and maintainable.
