[ZEPPELIN-2708][DOCS] feat: Add v scroll to setup, usage menus in navbar

Added v scroll to setup, usage menus in the navbar.
Because some users are experiencing trimmed menus (not sure exact OS,
browser versions, See the JIRA issue)
