The below percent metric in UI only shows CPU/Memory, we should expose metrics
without limiting them to CPU/Memory.
1. 'Absolute Used Capacity' in queue (/ws/v1/partition/default/queues)
2. 'Utilized' in node (/ws/v1/partition/default/nodes)
