The updates added in YUNIKORN-760 to change the build and dependency were
reversed in YUNIKORN-815 in two steps.
Due to the shim build currently using kubernetes v1.16 we can not upgrade to
the latest versions.
Both steps downgraded versions and changed build steps. That took the
dependencies back to older version than the ones used before YUNIKORN-374 &
YUNIKORN-760.
Reversing some of the changes to the build itself and keeping compatibility
with requirements to not move to gRPC later than 1.26. This will move us mostly
back to what we had in v0.11.0
