I think the best place for tutorial assistance for the workbench might be a tab next to Categorize Edit Mail.
I'm happy to write the text but need some help setting up the buttons and opening the viewing area. I'd expect some details for filing ICLAs, CCLAs, and SGAs. This will also be useful once the Tooling Secretary Workbench is in place, so no wasted effort. I would go line by line through the form, with instructions how to validate Full Name, etc. WDYT?
