Currently Board-Chair-sent reminder emails either send email just to the chair
or just display a dialog of a report of what reminders were sent. However
Shepherd-sent reminders always cc: board@ along with the PMC.
Each of these reminder sends should send the report of what was sent to board@,
so that all directors are aware of when extra things are being sent to PMCs.
