Sometimes the original ICLA has an unusable email address which means that it 
cannot be used to create an account. So the invited committer submits a proper 
ICLA. Now what?

There is no way for Secretary to give the PMC and/or ICLA submitter any clue 
that all is well. And it it trivial for Secretary to fill the requested-id and 
vote-link and push the magic button.

This should not be controversial.
