Any ICLA will do. If the requested id is entered, remove the id, project, and
vote link fields. The File button will be disabled. If the requested id is not
entered, enter a value and then erase it. Same behavior.
The logic for enabling and disabling the File button with regard to the id,
project, and link fields should be: if id is entered, project and link should
also be entered. If id is not entered, project is optional and link should not
be entered.
