minutes is also used in the script tools/collate_minutes.rb which generates the
Board Minutes Collated by PMC/officer/topic
i.e.
https://whimsy.apache.org/board/minutes/
Given that the minutes are not modified once published, is there any need for
them to be moved to SVN?
Would it not be just as easy to check them out from SVN into the website area?
