Are you referring to the first paragraph in [1] and [2] ?

It looks like the full stop was present since the HTTPD PMC was
established [3], likewise Jakarta and XML [4]

According to [5], WHEREAS means something different when used at the
start of a legal document.
In such context it is used to introduce the reason for the document.

It seems to me that the word is being used here in this specific legal
form, not as a conjunction between two phrases.
