I edited /etc/apache2/httpd.conf and added this:
SetEnv PATH 
/usr/local/opt/ruby/bin:/usr/local/lib/ruby/gems/2.7.0/bin:/usr/local/bin:/usr/bin:/bin:/usr/sbin:/sbin

I restarted the server via:
sudo apachectl restart

But localhost/officers/test.cgi still showed:
PATH /usr/local/bin:/usr/bin:/bin:/usr/sbin:/sbin
Is there something else I can do to affect PATH?
