Whimsy VM5 currently targets Ubuntu 18.04, however it might be better
to skip that version and move to 20.04, as that apparently supports
--password-from-stdin (introduced with svn 1.10 AFAICT)

So rather than migrate to wh5 with Ubuntu 18.04, followed by
migration to wh6 with 20.04, maybe we should try to update wh5 to
Ubuntu 20.04 before migration?

If agreed, I can raise a JIRA to ask for vm5 to be upgraded.

An alternative might be to get a later version of subversion installed
on Ubuntu 18.04?
I don't know if that would be acceptable to Infra.
