There are 9 moderators, at least some of whom I recognise as active on
mailing lists

I can confirm that the following messages from Craig are still in mod/pending:

Date: Thu, 16 Apr 2020 03:35:32 +0000
From: Craig L Russell <c...@apache.org>
Subject: ASF Board Meeting Summary - April 15, 2020

From: Craig Russell <apache....@gmail.com>
Date: Wed, 15 Apr 2020 20:40:25 -0700
Subject: ASF Board Meeting Summary - April 15, 2020

I assume these have been left unmoderated since the message from Craig with the
Date: Thu, 16 Apr 2020 01:08:01 +0000 was allowed through.

I suspect what happened was:

Date: Wed, 15 Apr 2020 20:40:25 -0700 (i.e. 13:40:25 UTC)
- message sent; not moderated, so another email sent at:

Date: Thu, 16 Apr 2020 01:08:01 +0000
- second attempt moderated at around 16 Apr 2020 06:33:48 -0000

Date: Thu, 16 Apr 2020 03:35:32 +0000
- 3rd attempt sent before the second one was moderated.
