Just a bit of historical perspective, once upon a time, the svn auth files were the defacto canonical definition of the organization structure for the ASF, defining committers and PMC structures, etc. Over time, most of this data moved to LDAP, and git overtook svn for most projects. That doesn't mean that there isn't some residual value in this data, it just isn't as core as it once was. The source for this data has moved to the p6 repository which isn't public. A role account could be set up; but it is possible that in a decade or so this will be rewritten again. (I'm not trying to be flip about this: the new format is likely to be stable for years, but not forever).
