There was a bug in the code that annotated resolutions with warnings, now fixed. Now the warning shows. Normally, in 'establish' resolutions the text in the first paragraph matches the text in the third (i.e., we need "X", therefore we created "X"). That is not the case with the current draft of the Petri resolution (i.e., it now reads that we need "X", therefore we created "Y").
