I'm actively working to remove a workaround that was in place.  There
is a ruby gem that encapsulates access to tzinfo data.  I ran some
tests on my machine and recent versions of this gem seem to work.  I
also have run those tests on whimsy-vm4 and they passed.
Unfortunately, the travis tests using this new code are failing, and
seem to be because an older version of tzinfo gem is being used.
Still investigating...
