I spent some more time thinking about this, and it occurred to me that
highlighting what projects are expected to report in addition to those
that are reporting quarterly would be helpful.  I've made this change,
see https://whimsy.apache.org/board/agenda/new (note Post is greyed
out as the September agenda has already been posted, but next month
you will see an updated list of committees and a draft for the October
agenda).

In general, if you see the preceding month (in this case August)
mentioned, then it is likely that all is well.  If not, further
investigation is required.  I've automated this check, and there will
be a message added if there is a potential problem.
