Yes, Whimsy has the data.
As to permissions, obviously moderators should have access to the subscribers
for their own lists (they can get this info anyway).
Should (P)PMC members also have access to all related lists?
Should ASF members have access to all lists?
Or just apmail/infrastructure?
What about those with host access to hermes?
