Yes. 
However this requires the latest version of GPG which AFAIK needs the latest 
version of Ubuntu, and may require waiting for Ubuntu to update GPG as well, as 
I don't think Infra can update GPG separately.

I suspect that once Ubuntu is updated, GPG will start working with the safer 
keyserver.
