I see two potential issues here.
The first is that the reflow logic does not handle ordered lists well. That's
likely straightfoward to address.
The second is that the incubator has what you refer to as 'standard options'
with absolutely no way other than hardcoding those strings into the reflow
logic to handle correctly. Put another way, there is no way of knowing whether
the "Any other issues" question is special or is merely a badly flowed
paragraph that could benefit from a reflow.
Note that the Date of last release, signed-off-by and IPMC/Sheperd notes are
handled correctly due to the presence of a blank link separating the header
from the text. And the checkboxes are handled correctly as the lines start
with a non-word character.
